NYC Department of Health and Mental Hygiene Project Coordinator, Bureau of Environmental Sciences and Engineering in New York, New York
The Building Water Supply Oversight (BWSO) oversees building evaluations where it is suspected that the building’s potable water system may be the source of legionella bacteria that have infected the building’s residents. In doing so, BWSO reviews and comments on building sampling, short-term remediation and long-term water management plans with the objective of ensuring that the growth and transmission of legionella bacteria within the building is limited. In addition, BWSO manages the DOHMH’s water tank program and ESE’s complaint-response program.
BWSO is looking to hire a City Research Scientist III (CRS III) to serve as the project coordinator to manage the day to day tasks associated with cross-disciplinary projects and program development. With various program teams working together to plan, develop and implement projects designed to improve program functions and respond to emerging public health issues. The project coordinator will work with BWSO senior staff to promote high priority initiatives, monitor program performance indicators and project status, provide review and comment on draft deliverables and program documents, provide outreach to the regulated community and other public sector stakeholders.
Coordinate multidisciplinary projects within BWSO and work jointly with BWSO staff in order to plan, design, develop, and implement projects designed to improve program functions.
Collaborate with other unit leaders to develop, review, and evaluate program performance, procedures, and regulatory agenda.
Propose and develop legionella-focused research studies, analyses and publications to add to knowledge of disease risk and regulation impact.
Research best practices to enhance BWSO’s standing in the scientific community.
Support the evaluation of Bureau goals and objectives including the assessment of programmatic outcomes, the identification of conditions under which building water supplies present outbreak risk and the effectiveness of various mitigation and control strategies.
Work with internal and external public partners to guide the design and implementation of new initiatives, projects and training materials to achieve program goals and regulatory mandates.
Monitor, track, review and ensure timely completion of such deliverables.
Work cooperatively across program teams to develop, formulate, coordinate, manage and evaluate all of the program policies, procedures and operations.
Provide day-to-day management of multidisciplinary, program projects and assists in daily management of program operations, as necessary.
Participate in decision-making around program data collection and policy analysis.
Provide technical and operational expertise in engineering, water chemistry, data systems and policy development.
Communicate with the regulated community, other government agencies and industry representatives as needed. Work with the Communications team to design and update website.
Contribute to the preparation of the public speaking engagements (prepare PowerPoint, draft and/or review talking points).
Provide other program services as needed.
Minimum Qual Requirements
- For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have:
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
Knowledge of building water and HVAC systems
Experience in plan development and implementation
Experience in workflow development and evaluation
Experience in the design and implementation of program evaluations
Knowledge of database design and computer programming (any language)
Excellent writing and communication skills
Easily adaptable to the changing environment of new and growing office.
