Lockheed Martin Test Eng MGR in Liverpool, New York

The Manager will lead electrical Test Engineers, Staff engineers and SME to support multiple IWSS-RMS programs in Syracuse. Responsible of Production Test Engineering (PTE), IWSS) and C6ISR LOB’s. Maintaining staffing levels and capabilities per Production Operations business needs. Responsible for Yearly capital planning and execution in excess of $1M, Functional project and overhead budget responsibility in excess of $2M. Responsible for providing overall program support and leadership regarding all integration and test aspects of unique Radar systems, acoustic sensors, and subcomponents across multiple operation buildings.

The manager will lead and coordinate his engineering team to meet PMO and Operations commitments. Will be responsible for the following:

• Identify the costs and resources for continuous implementation of technology and process improvements. • Coordinates and manages Production Array Level Integration and Test efforts of Radars and acoustic sensors • Provides operations input to the development of engineering test requirements while overseeing the development of test equipment fabrication to support the final verification processes • Provides input during proposal and capture phases of programs to support operations Integration and Test efforts. • Provides insight and expertise to anomalies found during the integration and test process and aides in root cause and corrective action efforts. • Assesses need for and assigns personnel to various field support efforts. • The definition and continuous cognizance of critical interfaces between and among all other subsystems tests. • Oversight/coordination of the ongoing interaction and exchange of technical information among all responsible organizations. • Participate in critical design and data reviews as well as SIA events to provide valuable feedback to program partners. • Assess the need for and implement capital projects to support test efficiencies and test equipment modernization. • Coordinate, budget, and execute equipment support and maintenance plans for capital and contract test equipment. • Engages cross-function or cross-program partners to share ideas and knowledge to support Engineering Design Model and IRAD programs as required. • Develop engineering and test engineering talent to cultivate an inclusive integration and test environment. This includes managing performance and identifying growth opportunities for employees. • Support capture manager in programmatic meetings as required; e.g, Bid/No-bid, make/buy, INAR, EPPs • Write and administer performance appraisals for employees. • Develop/Update, proof, and release test methods and software. • Coordinate test equipment calibration/maintenance for few hundreds pieces of calibrated equipment. • Support the IWSS Suggestion Review Board as the Test Engineering representative. • Manage Environmental Stress Screening Lab for production, engineering, and other LM site customers.

Basic Qualifications - BS in engineering with at least 10 years overall technical experience or MS in Electrical engineering with at least 8 years overall technical experience. - Demonstrated ability to lead groups of multi-disciplined test engineers, SME and staff engineers during all program environment. - Ability to accept responsibility, exercise authority and be held accountable for the assigned system demonstrated through previous on-time, on-budget delivery meeting technical requirements - Demonstrate a strong focus on continuous improvement - Demonstrated strong communications skills. - Proficiency with MS Office tools (Excel, Word, and PowerPoint). - Demonstrated adherence to high ethical standards and conduct; - Demonstrated leadership skills and behaviors that align with the Full Spectrum Leadership and Join the Journey Imperatives Radar systems and acoustic sensors test experience - Qualified candidate must be able to obtain and maintain a DoD Secret Security Clearance. An Interim Secret Clearance must be obtained prior to starting this position.

Desired skills - Knowledge and experience in the design of RADAR, acoustic sensors and RF systems. - Experience with solid state radar systems - Experience with RF and digital testing of radar system subassemblies and systems. - Experience with environmental stress screening of RF, digital, and power supply assemblies and subassemblies. - Experience with depot level operations supporting multiple customers (Army, Navy, Air Force and foreign customers). - Green or Black Belt certification - Earned Value experience - Solumina/SAP experience - Proposal writing experience - LabView/MATLAB experience - Experience working with a represented workforce
