Job Description

The key goals of the Bureau of Maternal, Infant and Reproductive Health (MIRH) are to promote early childhood development, improve sexual and reproductive health, and improve the health of mothers and infants. MIRH's Maternal and Child Health (MCH) Unit plays a crucial role in achieving these goals by promoting breastfeeding, infant safe sleep practices, and providing home visiting services to families welcoming newborns.. A key initiative of the MCH Unit is the New York City Breastfeeding Hospital Collaborative (NYC BHC), which seeks to increase the number of maternity facilities in NYC that are designated as “Baby-Friendly” the goal standard of care for infant feeding and mother/baby bonding. Currently, the MCH Unit is seeking to hire Public Health Educators that will be responsible for facilitating, planning, implementing, coordinating and monitoring NYC BHC activities and make recommendations on policies and procedures related to community stakeholders, including maternity facilities, their patients, families, WIC centers, community-based organizations and community members. The ideal candidate should have experience working independently and on a team of individuals in diverse settings, with a solution-oriented approach.


Under the direction of the Breastfeeding Initiatives Manager of the Maternal Child Health Unit, with latitude for independent judgment and decision making, the Breastfeeding Hospital Collaborative Coordinator will conduct the following tasks:

  • Coordinates, plans, develops and implements health education programs and publicity materials to promote the New York City Breastfeeding Hospital Collaborative (NYC BHC). These duties will include the development of training materials, presentation content and group activities for health professionals, community members, and maternal health service providers.

  • Prepares and conducts training and education workshops, learning sessions, conferences/conference calls and webinars on the NYC BHC to registered participants, including maternal health facilities and community stakeholders to ensure compliance with the World Health Organization/UNICEF’s Ten Steps to Successful Breastfeeding and the International Code of Marketing of Breastmilk Substitutes.

  • Serves as the primary NYC BHC liaison to maternity facilities by establishing and maintaining ongoing collaborative relationships, providing technical assistance and exchanging information on NYC BHC training curriculum, policies, objectives and procedures and how they apply to services that are provided to mothers and babies in the community they serve.

  • Reviews, monitors and evaluates the effectiveness of the NYC BHC Collaborative by working closely with internal and external partners to develop and revise breastfeeding educational materials to ensure accuracy and consistency with established standards of practice and research.

  • Performs assessments on the NYC BHC performance measures including, but not limited to: conducting site visits at maternity facilities and arranging Baby-Friendly mock assessments, and preparing reports on hospital performance data and learning session evaluations. These tasks include utilizing interviews, surveys and other appropriate methods to evaluate the effectiveness of the NYC BHC.

  • Oversee the development and coordination of training materials and resources for Collaborative Hospitals and represents MIRH at meetings with maternal health providers and other community stakeholders.

  • Provide programmatic and administrative support to Collaborative staff, including the planning and coordination of conferences, meetings, trainings, material distribution/development and follow-up activities.

  • Develop and implement systems to ensure Collaborative activities and reporting are conducted in an organized and efficient manner.

Minimum Qual Requirements

  1. A baccalaureate degree from an accredited college or university and two years of full-time satisfactory experience in: (a) developing public health education programs, including identifying target populations, conducting needs assessments, designing educational materials, planning educational presentations or workshops, and evaluating health education programs; (b) presenting public health education programs; and/or (c) counseling in areas such as communicable diseases, substance abuse, assault, sexual abuse, and/or family planning; or

  2. A master’s degree from an accredited college or university in one of the following areas: public health education, education, public/community health administration, public administration or business administration and one year of full-time satisfactory experience as described in "1" above.

For Assignment Level II In addition to meeting the "Qualification Requirements" above, to be assigned to Assignment Level II, candidates must have two additional years of full-time satisfactory experience, for a total of four years of experience for candidates with a baccalaureate degree, and two years for candidates with a master's degree.

For Assignment Level III In addition to meeting the "Qualification Requirements" above, to be assigned to Assignment Level III, candidates must have three additional years of full-time satisfactory experience as described above, for a total of five years of experience for candidates with a baccalaureate degree, and three years for candidates with a master's degree; at least one year of which, in either case, must have been in a supervisory or administrative capacity.

Preferred Skills

The candidate must be able to multitask, organize and keep track of several activities simultaneously in a fast-paced environment. S/he must also have strong computer skills (MS Word, Excel and PowerPoint; internet and library database searches). Excellent analytical, writing, communication, and interpersonal skills are also an asset. Knowledge of breastfeeding (e.g., CLC), understanding of qualitative and quantitative research methods and experience working on system level quality improvement projects is strongly preferred. Additionally, a masters-level degree (e.g., MPH, MPA), prior experience in the maternal/child health field, working with hospitals and underserved communities are highly desirable. Fluency in Spanish would also be an asset.
