Position Summary: As part of the Department of Education’s (DOE) Division of Talent, Labor and Innovation (DTLI), the Office of Talent Research and Data (ORD) is responsible for developing policies, programs, systems, and tools that support the development and evaluation of extraordinary teachers and leaders for NYC schools. The ORD team provides in-depth analysis linking human capital policies to the impact these programs have on student outcomes. This analysis provides critical information used to inform strategy, as well as to enable DTLI to continually assess and improve policies and programs. The goal of ORD’s work is to provide research and analytics that support data-driven systems and decision making for how the DOE selects, develops, evaluates and retains the most effective teachers and school leaders to ensure that every student is college and career ready upon graduating from high school.
The Manager, Talent Systems has a critical role in leading the development of the overall data systems and strategic policy work surrounding leadership pipeline initiatives for the Wallace Foundation’s Building a Principal Pipeline grant. Drawing on strong data analytic and problem-solving skills, the Senior Manager supports the design and implementation of an innovative and comprehensive system to sustain and facilitate DOE efforts to develop a robust pipeline of highly qualified individuals who could take on leadership roles at the DOE. Reports to: Director, Talent Systems
Direct Reports: Temporary project consultants and external vendors.
Key Relationships: The Manager, Talent Systems interacts with the Office of Product Development, educational leaders, engineering and operations professionals to develop and provide product definitions in response to needs and opportunities. This requires the coordination of development initiatives across multiple DOE functional areas as well as with outside partners/vendors.
* Participates in overall product strategy, policy, and the development and coordination for new and emerging products with the Office of Product Development and other offices.
* Defines and establishes the overall product features for a number of leadership pipeline projects.
* Establishes processes for management of product requirements throughout their lifecycle and develops processes for product release, such as working with stakeholders to determine the right methodology for approaching the project. Supervises the data management and policy analysis for requirements development.
* Leads a cross-functional team to translate customer needs into product definitions, and prioritizes product requirements with stakeholders by combining both data and intuition.
* Conducts quantitative data analyses, through the use of both descriptive statistics as well as more advanced statistical modeling to inform policy decisions related to leadership pipeline projects.
* Uses market analysis, best practices, traffic metrics, emerging trends, and lessons learned from previous projects to produce superior products and user experiences with an overall entrepreneurial attitude.
* Drives project release and provides ongoing “care and feeding” for products. Sets expectations with stakeholders, maintains change control, and ensures fulfillment through the product lifecycle.
* Relying on experience and judgment to plan and accomplish goals, makes clear effective decisions on product roadmap interdependencies and trade-offs. Develops and manages project plans for design, operations and implementation and ensures that project goals and objectives are met.
* Proposes to the Executive Director of Talent Research and Data technology systems and policy changes based on results of data analysis.
* Identifies barriers or issues in the way of project objectives and convenes appropriate problem-solving sessions with project team and/or senior DOE leadership, as necessary.
* Escalates project roadblocks to steering committees and governing councils, when necessary.
* Leads the Request for Proposal (RFP) process for externally provided solutions.
* A master''s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one (1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area.
* A baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in''1''above.
* Experience in the field or in a related area of web-based software product management with a multi-product, highly complex, interconnected software environment and an understanding of the full software development life-cycle.
* Proficiency with SAS, SQL, Stata, R or other statistical/data management programming languages.
* Ability to develop concise and powerful policy summaries and presentations for internal and external leadership audiences.
* Ability to manage the development and execution of complex, multifaceted initiatives in a fast-paced environment.
* Strong experience working with data.
* Passion and commitment to the success of DOE students.
* Record of accomplishment in leading significant cross-functional initiatives in diverse organizational settings.
* Excellent organizational/project management skills.
* Experience managing complex projects in a deadline-driven environment.

* Experience in the K-12 urban education sector, or a strong familiarity with the issues and challenges of K-12 education.

* Strong attention to detail, extremely well-organized, and able to meet frequent and changing deadlines.
* Experience with Adobe Photoshop and fluency in all Microsoft applications, e.g., Word, Excel, Outlook, PowerPoint, Project and Visio.
